IOM Nepal Earthquake Response: Housing, Recovery and Reconstruction

As the emergency response shifted towards longer term recovery efforts, the responsibilities and functions of the Shelter Cluster were absorbed by the Housing Recovery and Reconstruction Platform (HRRP), co-led by IOM and UN Habitat; the platform provides a forum for early recovery shelter and housing coordination in support of the reconstruction mechanism.

Through IOM experiences from post-disaster housing recovery and reconstruction processes in the context of other countries indicate that unless such coordination mechanisms exist, there is a high risk of lack of coherence in reconstruction practices, of inequities and of duplications. Established to support the Government of Nepal in its housing reconstruction efforts, the HRRP ensures maximum synergy between government authorities and the national and international organizations working towards the safe, equitable, and sustainable housing reconstruction in the areas affected by the two 2015 earthquakes.

Thus far, HRRP in coordination with the local authorities and partner organizations has established coordination offices in the 14 severely affected districts to support the coordination of the Housing, Recovery and Reconstruction strategy. IOM will continue supporting the Government of Nepal through coordination of housing, recovery and reconstruction activities undertaken through partner organizations as well through informing the broader reconstruction effort to aid in the speedy recovery of the affected population.
