The International Organization for Migration (IOM) denies the allegations made against IOM’s Migration Health Assessment Center (MHAC) in Kathmandu and confirms that the IOM MHAC is authorized to operate by the Government of Nepal’s Ministry of Health and Population.

IOM Nepal operates Migration Health Assessment Centre at the request of migrant-receiving countries and in close coordination with concerned authorities, which authorized the establishment and operation of its facilities. Currently, the IOM MHAC in Nepal provides pre-migration health activities, such as migration health assessments, for individuals migrating to a number of migrant-receiving countries.

In recent months, the number of Nepali students seeking to study in Australia has increased significantly, as the Australian borders are now open following several years of closure due to COVID-19-related travel restrictions. As required by the Government of Australia, these individuals must receive a migration health assessment in order to submit their visa application; as a result, the IOM MHAC in Kathmandu is currently receiving many requests for appointments. IOM is making every effort to accommodate the heightened number of requests as swiftly as possible, including by recruiting additional staff.

The provision of migration health assessments form part of one of the longest-standing services offered by IOM provides pre-migration health activities for migrants and refugees on behalf of nearly twenty migrant-receiving countries through approximately 70 MHACs across 50 countries. Prospective migrants may find the information regarding authorized panel sites on the immigration website of the receiving country government. As the UN Migration Agency, IOM’s service fees associated with these activities are determined according to the standards recommended by migrant-receiving countries and on a strictly cost-recovery (not for profit) basis.

IOM enjoys a collaborative partnership with the Government of Nepal’s Ministry of Health and Population, closely coordinating and liaising on migration health-related activities in the country. IOM’s MHAC premises are regularly monitored and assessed by experts from the Ministry of Health and Population. The Ministry’s continued approval and authorization for IOM to operate its MHACs speaks to the Government’s satisfaction with IOM’s standard of service provision and demonstrates that the Ministry has determined IOM’s work to be in accordance with best standards.

In addition to its pre-migration health activities, IOM Nepal contributes to the Government of Nepal’s efforts in migration management and enhanced migration governance through a wide range of projects aligned with IOM’s Migration Governance Framework (MiGoF), the Global Compact for Migration (GCM), the Sustainable Development Goals (SDGs) and the United Nations Sustainable Development Cooperation Framework (UNSDCF).

आप्रवासन सम्बन्धी संयुक्त राष्ट्रसंघीय निकाय आइओएमद्वारा काठमाडौं स्थित आफ्नो आप्रवासन स्वास्थ्य परीक्षण केन्द्र (MHAC) विरुद्ध लगाइएको आरोपको खण्डन

आप्रवासन सम्बन्धी संयुक्त राष्ट्रसंघीय निकाय आइओएम आफ्नो काठमाडौंमा रहेको आप्रवासन स्वास्थ्य परीक्षण केन्द्र (Migration Health Assessment Center - MHAC) विरुद्ध लगाइएको आरोपलाई अस्वीकार गर्दै सो केन्द्रलाई नेपाल सरकारको स्वास्थ्य तथा जनसंख्या मन्त्रालयद्वारा सञ्चालन अनुमति प्राप्त रहेको पुष्टि गर्दछ ।

आईओएम नेपालले आप्रवासी-भित्र्याउने देशहरूको अनुरोधमा र सो स्वास्थ्य परीक्षण केन्द्रको स्थापना तथा सञ्चालनको अनुमति दिने सम्बन्धित निकायका अधिकारीहरूसँगको समन्वयमा केन्द्र सञ्चालन गर्दछ। हाल नेपालमा आइओएम आप्रवासन स्वास्थ्य परीक्षण केन्द्रले आप्रवासी-भित्र्याउने धेरै देशहरूमा आप्रवासनमा जाने तैयारीमा रहेका व्यक्तिहरूकालागि आप्रवासनमा जानु अघि गरिनुपर्ने  स्वास्थ्य परीक्षण गर्ने जस्ता स्वास्थ्य गतिविधिहरू सन्चालन गर्दै आइरहेकोछ ।

कोभिड-१९ का कारण लगाइएका प्रतिबन्धका कारण धेरै वर्ष बन्द रहेको अष्ट्रेलियाली सिमानाका खुला गरिएकाले  विगत केही महिना एता अष्ट्रेलियामा अध्ययन गर्न चाहने नेपाली विद्यार्थीहरूको संख्या उल्लेखनीय रूपमा बढेको छ। अष्ट्रेलिया सरकारको नियम अनुसार यी विध्यार्थीहरूले आफ्नो भिसा आवेदन पेश गर्नकालागि आप्रवासन-पूर्व स्वास्थ्य परीक्षण गराउनु पर्दछ। फलस्वरूप, हाल काठमाडौं स्थित आप्रवासन स्वास्थ्य परीक्षण केन्द्रमा परीक्षणकालागि आउनेको संख्या ह्वात्तै बढेको छ। आईओएमले सकेसम्म छिटो धेरै विध्यार्थीहरुलाई समयमा परीक्षण सुविधा उपलब्ध गराउन थप कर्मचारी भर्ना लगायतका हरसम्भव प्रयास गरिरहेको छ।

आप्रवासन स्वास्थ्य परीक्षणको प्रावधान आइओएमद्वारा प्रदान गरिएको सबैभन्दा पुरानो सेवाहरू मध्ये एक हो, जसले करीब २० आप्रवासी-भित्र्याउने  देशहरूको तर्फबाट ५० देशहरूमा करीब ७० केन्द्रहरु मार्फत आप्रवासी र शरणार्थीहरूकालागि आप्रवासनमा जानु अघि गरिनुपर्ने स्वास्थ्य गतिविधिहरू सन्चालन गरिरहेकोछ । यस विश्वव्यापी कार्यक्रम सम्बन्धी थप विवरणहरू आइओएमको विश्वव्यापी वेबसाइटमा उपलब्ध छन्: https://www.iom.int/migration-health-assessments-travel-health-assistance
